Scope and Contents of the Materials

The papers of Alexander Pierre Tureaud occupy 31 linear feet of shelf space. Among the largest groups of papers are records of civil rights cases, correspondence, and non-financial reports. Among the records of civil rights cases are those concerning school desegregation, teacher salary equalization, transportation, and public accommodations. There are also records of cases concerning colleges and trade schools. Lastly, are records of the State of Louisiana v. National Association for the Advancement of Colored People (NAACP), a suit aimed at destroying the state branch of the NAACP through membership disclosure laws and the records of Bryan Poindexter v. Louisiana Financial Assistance Corporation, which involved state aid to private, racially-segregated academies.

Among other papers are financial reports and statements, organizational constitutions and by-laws, bulletins and new releases, contracts, pamphlets, announcements and invitations, clippings, photographs, biographical material, and collected items. The papers are arranged chronologically within each category.

Having practiced law in Louisiana for almost half a century, Tureaud led a varied life as reflected in the scope and magnitude of the collection. Following Tureaud's own method of organization, the collection is divided into different series, each one revealing various aspects of the man who was a dominant leader in the civil rights movement in Louisiana.

The principal correspondents are Thurgood Marshall (238 items, 1936-1961), Louis Israel (231 items, 1932-1940), Daniel E. Byrd (233 items, 1943-1970), Joseph E. Galpion (188 items, 1932-1940, 1945-1960), John H. Clouser (127 items, 1937-1951). Among other important correspondents are Archie W. Arnaud, Beverley V. Baranco, Theodore E. Biographical Note

A.P. Tureaud was a major influence in constructing the legal strategies used to challenge the constitutionality of segregation in civil rights cases of the twentieth century. He served as an advisor and mentor to many leading jurists, public officials and activists, and was co-organizer of the New Orleans Federation of Civic Leaders, principal attorney for the Louisiana NAACP, legal counselor to the Louisiana Education Association, and Roman Catholic Knights of Peter Claver.

Alexander Pierre Tureaud was born February 26, 1899, in New Orleans, Louisiana. Tureaud was one of three sons and two daughters born to Louis and Eugenie Tureaud. In 1907, Tureaud began attending Bayou Road Elementary School, one of only two Black schools in the downtown section of New Orleans.  After completing his studies at Bayou Road Elementary, Tureaud transferred to the Thomy Lafon School. Once his studies were complete, Tureaud pursued employment as a cement finisher, found it very difficult to find employment and decided to move from New Orleans to seek better opportunities. In 1916, Tureaud moved to Chicago where he worked as a laborer on the railroads and began seeking employment outside of the Chicago area in 1919. At the invitation of his brother, Tureaud settled in Harlem, New York; there, Tureaud witnessed the various activities of the National Association for the Advancement of Colored People (NAACP), which influenced him to pursue a career as an attorney.

Tureaud enrolled in Howard University's Law School where he was exposed to the practice of civil rights law and attained his Juris Doctor Degree in June 1925. After a brief period of practicing law in Washington D.C., Tureaud returned to New Orleans and took a position as a deputy controller of customs.  In 1927, Tureaud became a member of NAACP, serving the organization as an attorney. He also became a member of the Louisiana bar, becoming one of only four African Americans practicing law in state at this time. From the years 1937-1947, he was the sole Black lawyer in the entire state.

Tureaud was an active member of the Black community in New Orleans and from 1928 to 1935 was an organizer and the president of the Eight Ward Civil League and co-organizer and vice president of the New Orleans Federation of Civic Leagues. In these roles, he urged African Americans to pay their poll tax, register, and vote. In 1931, Tureaud resigned from the Executive Committee of the New Orleans Branch of the NAACP, when the organization dismissed him and some other African American lawyers from a registration case and replaced them with Whites. This action led a group of young men to oust the old guard of the NAACP from office and aimed the organization in the direction of action on civil rights.

In 1931, Tureaud married Lucille Dejoie, who was born in New Orleans in 1906. Her parents were Joseph and Louise Dejoie. Lucille attended grade school at Xavier Preparatory and completed high school at Talladega College in Alabama. She also went on to Howard University, where she received a degree in Pharmacy in 1926. They were married for forty-one years and had six children.

From 1921-1948, Tureaud aided Rev. Roger Coleman in his efforts to open up the use of the Municipal Auditorium by Blacks. He also became the first National Advocate for the Knights of Peter Claver, serving in that post a total of nineteen years from 1932. In 1935, Tureaud, along with C.C. Haydel, co-authored the book, The Negro in Medicine in Louisiana. In that same year Tureaud was admitted to practice before the United States Supreme Court.

In 1940, the NAACP in New Orleans summoned the legendary litigator Thurgood Marshall to represent it in the case of Joseph P. McKelpin v. Orleans Parish School Board. The case was initiated by Black teachers from the segregated public school system, who had sued the school board for salary equal to their White counterparts. Marshall retained Tureaud as local counsel on the case. The case was settled out of court on September 1, 1942, and African American teachers were offered a graduated pay increase over the next two years. In that same year, Tureaud resigned his post at the Customs House and entered private practice. For the next thirty years, he represented plaintiffs on dozens of significant cases, which gradually chipped away at the institution of segregation in New Orleans and Louisiana.

Tureaud led a three-man NAACP team to Minden, Louisiana, in 1946 to investigate the lynching of John C. Jones, a Black Army veteran, and supplied the United States Department of Justice with the names of the killers. The Louisiana Legislature adopted a minimum salary schedule without discrimination for public school teachers in 1948, a direct result of Tureaud's legal actions on behalf of his clients seeking equalization to teachers' salaries in various parishes. In 1949, he was one of the founders of the Orleans Parish Progressive Voters' League and also filed suit to open New Orleans' City Park facilities to African Americans.

In 1950 and 1951, Tureaud represented plaintiffs in  Daryle Foster v. Board of Supervisors of Louisiana State University (LSU), Roy Wilson v. Board of Supervisors of LSU and Payne v. LSU in federal court. He won all three cases, which forced Louisiana State University to admit Blacks. Tureaud represented the NAACP in Edward Hall v. T.J. Nagel, Registrar of Voters in 1952, which eliminated voting procedures designed to exclude Blacks from voting. Tureaud represented parents in Earl Benjamin Bush v. Orleans Parish School Board in February 1956, which echoed the earlier Supreme Court decision Brown v. Topeka Board of Education, of May 1954. The decision from that case, rendered by Federal Judge J. Skelly Wright suppressed the Louisiana state legislature's attempt to preserve segregated public schools through the use of legislation. Tureaud's many petitions following this decision led directly to the desegregation of New Orleans Public Schools over the next decade.

As the Civil Rights movement intensified throughout the South, Tureaud took the cases of three students in Baton Rouge, who had been arrested for disturbing the peace during a sit-in protest. With the support of Thurgood Marshall and the NAACP, Tureaud took Garner v. Louisiana, to the United States Supreme Court, which ruled in favor of plaintiffs on December 11, 1961. The decision legalized protest at segregated private business and restaurants. Tureaud represented Mary E. Jamison, a White woman attempting to enter historically-black Grambling State University in 1965. He represented teachers from Madison Parish in Linda Williams v. George Kimbrough in 1969 who had been fired and replaced by White teachers. That same year he won Dana Hubbard v. Fred Tannehill, which banned text books from Louisiana public schools that supported White racial superiority. The defendant, Fred Tannehill, of Pineville was president of the Louisiana State Board of Education. Tureaud filed formal complaints and multiple lawsuits against City Hall in New Orleans to desegregate City Park, Audubon Park, public buses, the New Orleans Airport restaurant and other public facilities.

The magnitude of Tureaud's contribution to the civil rights movement in Louisiana and throughout the United States cannot be understated. Tureaud retired from law in 1971, and died in New Orleans in 1972 at the age of 73.

The Knights of Peter Claver is a Black Roman Catholic fraternal organization, which among other functions provides life insurance benefits for its members. Tureaud, a member of Corpus Christi Council No. 60, was elected by the Order as its first National Advocate serving in the post on and off for nineteen years. He also served as National Secretary from 1953-1954 and was a candidate for supreme Knight many times. As National Advocate, Tureaud handled the settlement of insurance claims and helped to get the Order certified in several states to issue insurance policies. The correspondence (1932-1964), consist mostly of letters from the Depression and war years. Though most of the correspondence concerns insurance claims and workings of the organization, there are a few items that shed light on Black social life in Louisiana during the period. For example, in a letter of December 11, 1933 Louis Isreal, the Order's Supreme Knight at the time, wrote to Tureaud claiming that some New Deal agencies discrimated against Blacks. In his reply Tureaud maintained that the federal government was doing all it could to insure racial equality within its programs at the time.

In addition to correpondence are minutes, such as those of the National Council (1909-1921), which gives a clear picture of the early days of the Order; The Supreme Conclave of the Fourth Degree (August 5, 1946 and July 30, 1955); the Board of Directors (1951-1958); The Louisiana State Conference (1955-1963); and the Claver Building Committee (May 8, 1955 and July 3, 1959), which explain the acquisition of the former French Hospital to serve as the Peter Claver Building. Following the minutes are various reports made to the Order. Among these reports are of the National Advocate (1935-1956), which were yearly summaries of Tureaud's activities as the Order's offical attorney; the "Report of the Constituion Revision Committee" (July, 1937); the "Special Report on Transactions in the Glapion Affair" (August 3, 1940); detailing the circumstances surrounding the embezzlement of death benefits (June 27, 1957); and the "Report on a Meeting to Plan and Prepare: Manifesto on the Social Apostolate in the South to be Issued by a Select Group of Catholic Leaders" (undated).

Following the reports are constitutions of the Ladies Auxiliary and the Junior Knights of Peter Claver; the "Revised Constitution of the National Court of the Junior Daughters of Peter Claver"; the "Compilation of Laws and Amendments Enacted by the National Conventions" (1949-1951); the Louisiana State Conference Constitution; resolutions; financial reports and statements, including those of the Ladies Auxiliary (July 1, 1943 - June 30, 1944 and June 1, 1945 - June 30, 1946); legal documents pertaining to the Order's insurance obligations; copies of the Clavarite (January, 1940; May - June 1955; May -June, 1956; July - August, 1958; December, 1959; March - April, 1960; May -June , 1960;January - February, 1972; March - April , 1972); bulletins and press releases; an inventory of the French Hospital's equipment at the time of its purchase by the Order; and forms and applications.

The third series, which along with the records of the civil rights cases constitutes the heart of the collection, covers Tureaud's forty-four years with the National Association for the Advancement of Colored People. Tureaud served as an attorney for the NAACP and also held offices in the organization, including the Presidency of the Louisiana Conference of Branches. The bulk of the correspondence dates from the 1940s and early 1950s, and gives a clear picture of the internal workings of the organization, especially within Louisiana. There are also scores of letters concerning individual civil rights violations. Of particular interest is correspondence concerning the treatment of Black soldiers in the South during World War II. Tureaud helped to defend Pvt. Leroy McGary, a young Black accused of riot and mutiny.

Non-correpondence items include memoranda of case lists (1942-1970), which reported to attorneys the status of current civil rights cases throughtout the country; minutes of meetings, including those of the Southwest Regional Advisory Board (March 12, 1948), the Louisiana Conference (1947-1954), and the Executive Board (1954); and different NAACP reports such as those of the Soutwest Region (1947-1949), the New Orleans Branch (1942-1945) and the Louisiana Conference Five Year Plan (1950 - 1954). There also are reports and reprinted articles on aspects of the Civil Rights Movement and civil liberties. Among those reports are "Attitude of Student Bodies at Tulane and LSU" to segregation (circa 1947), "Statement of Policy and Objectives: NAACP Civil Rights Committee" (1949), "Cases of Police Brutality Appearing in the Louisiana Weekly in New Orleans in 1949," "Eye of the Storm" (May 7, 1960) and "A Study of Some Tangible Inequalities in the New Orleans Public Schools" (1959-1963). Other items include the NAACP Legal Defense and Educational Fund Monthly Reports (1954-1970); the Civil Liberties Docket (1955-1964); speeches and statements, including speeches by Tureaud, Wayne L. Morse, John Hope Franklin; affidavits on civil rights violations (1943-1964); news letters and releases (1945-1965); financial information; constitutions and by-laws for branches for the Louisiana State Conference; resolutions of various NAACP conferences and meetings (1948-1952); a petition to the Orleans Parish School Board concerning desegregation (1963); programs (1930-1970); pamphlets; copies of various Black magazines, such as the Civic Leader (1929-1930), The Negro American (July 1931), the Southern Patriot (May 1965 and September 1966) and racist pamphlets that Tureaud collected over the years.

The fourth series documents Tureaud's involvement in politics throughout the course of his life. He served as co-organizer and vice president of the New Orleans Federation of Civic Leagues, organized and served as president of the Eight Ward Civic League, and in 1949 became one of the founders of the Orleans Parish Progressive Voters League. The correspondence (1944-1967) in this series touches upon Tureaud's activities at the state, national, and the local level. Also included in this series is material on the Pelican State Democratic Club; the "Round Robin" political organization; and the Orleans Parish Progressive Voters' League, including the League's parish, state, and national constitutions, reports, agendas, minutes and voting lists. At the end of the series are reports on various political activities, such as National Democratic Committee Reports (1956); finanacial information on the Kennedy-Johnson Voters League of Louisiana; and material about the Johnson-Humphrey Statewide Voters' Committee, for which Tureaud served as

co-chairnman, and voting lists and sample ballots.

Tureaud served as the Association's attorney for more than twenty five years. Correspondence (1943-1971) in this series consists mostly of an exchange between Tureaud and J.K. Haynes, the L.E.A.'s Executive Secretary. The reports contained in the series concern subjects to interest of Black educators, such as "Trends in the Elimination of Differentials Between White and Negro Education" and "Report of the Committee on Goals and Objective of the Louisiana Education Association." Also included are minutes (1950-1963), financial information, constitution, incorporation papers, programs, newsletters, pamphlets, and copies of The Journal, the LEA's monthly pulication.

There are a few items in the correspondence concerning Tureaud's efforts to become a Louisiana public notary. The largest series in the collection compromises legal documents of cases in Louisiana and related records totaling 20 linear feet. The cases are arranged alphabetically by parishes. Within the parish they are generally arranged alphabetically by the name of the plaintiff, except where there are related suits. For example, Clifford E. Davis v. East Baton Rouge Parish is followed by it's countersuit East Baton Rouge Parish School Board v. Clifford E. Davis. Although arrangement of the documents within the cases varies, they are generally arranged according to the following order: correspondence, the complaint, the answer, briefs, motions, memoranda, orders, the opinion, and the appeal. Many of the desegregation suits were consolidated and share legal documents such as briefs and motions. An index to the consolidated legal documents included in the guide to the microfilm edition of the collection, which is linked to this finding aid under Administrative Information. The index is

arranged alphabetically by parishes and shows the location of documents  pertaining to more than one case. For example, looking in this index under Catherine Batiste Acadia Parish School Board, one can see that a Brief of Plaintiffs pertaining to this case can be found within Alfreda Trahan v. Lafayette Parish School Board (Box 40 folder 2).

The civil rights cases against institutions such as Alexander Pierre Tureaud Jr. v. Louisiana State University Board of Supervisors, are arranged alphabetically by the name of the plaintiff following the last parish case. The arrangement of legal documents within the cases follows the same pattern as those of the parish cases.
