Scope and Contents of the Materials

The American Committee on Africa (ACOA) records addendum (1949-2001; bulk 1971-1997) covers the era of Africa's liberation (independence) movements against British, Dutch, French, German, and Portuguese colonialism and their imperialistic policy toward the continent, including aspects of both settler and exploitation colonialism, mainly in the African countries of Angola, Guinea Bissau, Namibia, Rhodesia (Zimbabwe), and South Africa. The records also document the relationship of the United States and these colonial powers, as well as its role and policies toward the many minority regimes and the various political parties and coalitions of the indigenous independence movements in the region. The records are particularly strong with materials regarding the anti-apartheid movements in South Africa and Rhodesia and ACOA's many campaigns to assist these movements within each country, as well as within the United States and for the United Nations.

Main topics include: Anti-apartheid sanctions; consumer and cultural boycotts, demonstrations, and protests; enforcement of arms embargos; economic conditions and trade; detention, treatment, and release of African political prisoners; free and fair elections; human rights violations throughout Africa; liberation movements in southern Africa and post-independence civil war; divestment of public funds in banks and corporations dealing in southern Africa; and United States policy and legislative action.

Political parties and organizations represented in the records include: Angola's MPLA (People’s Movement for Liberation of Angola), FNLA (National Front for the Liberation of Angola), and UNITA (National Union for the Total Independence of Angola); Mozambique’s FRELIMO (Front for the Liberation of Mozambique); Guinea Bissau's PAIGC (African Party for the Independence of Guinea Bissau and Cape Verde); Rhodesia's ZANU (Zimbabwe African National Union), ZAPU (Zimbabwe People's Union), and UANC (United African National Council); and South Africa's ANC (African National Congress) and PAC (Pan Africanist Congress).

The records of the American Committee on Africa (ACOA) addendum are divided into three main file groups for the paper-based portion of the collection (Administration, Projects, and Research), with additional series for oversize items and audiovisual materials. The file unit order for each group and sub-group is generally alphabetical by category, organizational name, or topic then descending chronological order within each group.

Biographical Note

The American Committee on Africa (ACOA) was founded in 1953 to support liberation and anti-colonial struggles in Africa. ACOA developed out of the ad hoc Americans for South African Resistance (AFSAR), which was formed to support the Campaign of Defiance Against Unjust Laws led by the African National Congress (ANC). The co-chairmen of AFSAR were Reverend Donald S. Harrington of the Community Church of New York and Reverend Charles Y. Trigg of Salem Methodist Church in Harlem.

In 1953, following the end of the Defiance Campaign, AFSAR met to reassess its aims and function. The group reorganized as ACOA, an organization supporting the whole anti-colonial struggle in Africa. Based in New York, NY, ACOA had a national focus and a broad range of constituencies including students and elected officials, as well as labor, civil rights, religious and community leaders. In 1954, ACOA launched the magazine Africa Today, which in 1967 became independent under the control of Africa Today Associates and is now published by Indiana University Press.

In 1966, ACOA founded The Africa Fund, a 501(c)3 organization. The two organizations shared office space and staff, but had separate boards and budgets. In 1967, ACOA established a Washington (DC) Office. Five years later, the Washington Office was reorganized as an independent organization sponsored by five organizations including ACOA and renamed the Washington Office on Africa.

ACOA's scope included anti-colonial struggles throughout the continent, including Algeria, Angola, Guinea-Bissau, Kenya, Mozambique, Namibia, Tanzania, Western Sahara, Zambia, and Zimbabwe. ACOA staff traveled extensively in Africa, attending all the All African People's Conferences, visiting newly independent countries and the Frontline States to meet with African leaders, attend conferences, and visit refugee camps. ACOA published newsletters including Africa-UN Bulletin, ACOA Action News, Student Anti-Apartheid News, and Public Investment and South Africa.

ACOA played a key role in campaigns related to South Africa, especially for sanctions and divestment, which resulted in churches, universities, states, and cities selling their stock holdings in companies that did business in apartheid South Africa. ACOA supported some post-colonial struggles such as for democracy in Nigeria during the dictatorship of Sani Abacha and against slavery in Mauritania and Sudan.

In 2001, ACOA, The Africa Fund and the Africa Policy Information Center merged to form Africa Action, which was based in Washington, DC. The New York office of ACOA was closed the next year. The Executive Directors of ACOA were George M. Houser (1953-1981), Jennifer Davis (1981-2000) and Salih Booker (2000-2001).

Appraisal Information: The American Committee on Africa (ACOA) records document the foundation and development of a U.S.-based organization dedicated to support of anti-apartheid and anti-colonial movements throughout Africa during the mid to late 20th century.

Separated Materials: The rare Africana publications, which accompanied the records of the American Committee on Africa (ACOA), were cataloged and housed within the Amistad Research Center Library Collection.

Related Materials: The Amistad Research Center houses the initial deposist of the American Committee on Africa records, as well as the records of The Africa Fund and the Campaign Against Bank Loans to South Africa (COBLSA). In addition, the Center's related holdings include, the George M. Houser collection and an oral history interview with Houser. The Center's library contains an extensive collection of newspapers, books, pamphlets, and other publications formerly kept by ACOA and The Africa Fund.

There are three main functional groups of files within the administrative records of ACOA, called "front files" by ACOA staff. These records consist of documentation for general administrative action, churches, and organizations. The strengths of the records include planning and reporting for ACOA's many "campaigns" to assist liberation movements in southern Africa; networking with churches and organizations within the United States and Africa as part of the anti-apartheid movement of the later 20th century; and ACOA's testimony to the United Nations and other legislative bodies regarding conditions for the majority the oppressed population in South Africa, as well as South Africa's aggression toward the front line states of Angola, Mozambique, Namibia, and Rhodesia (Zimbabwe).

Main topics includes: Anti-apartheid and sanctions legislation, demonstrations and protests in the United States and southern Africa; human rights in Namibia and South Africa; liberation movements in southern Africa; arms embargoes, cultural and sporting boycotts, and fair elections in South Africa; Economic sanctions and the oil trade in South Africa; United States polices toward South Africa; and detention, treatment, and release of African political prisoners.

Sub-Series 1: General Administration Action, 1953-2001Add to your cart.

The bulk of the files generated for administration of the American Committee on Africa (ACOA) addendum date 1977-2000, with some earlier materials included, and contains extensive correspondence. The arrangement of the files is alphabetical starting with files for the work of the board of directors and ending with visitor correspondence.

The files for the board of directors meetings include agendas; special memoranda; minutes; financial and budget reports; individual reports by board members, as well as executive directors reports throughout. Early budgets encompassed ACOA and the African Aid and Legal Defense Fund. The executive director reports of George Houser can be found within this group of files and include reports to the annual meeting of the executive board with special reports on a variety of topics related to the situations in various countries in southern Africa. The correspondence within the board of directors files mainly consists of meeting notices. Of note is an undated memorandum by George Houser (circa 1960) titled, "Memorandum on a Campaign Against South Africa's Apartheid." Also of interest are two drafts for manifestos entitled, "Draft Manifesto of Americans for Freedom in Southern Africa," (1966) and "Draft Manifesto of Americans Against Apartheid," (1965). The final set of board of directors files document board membership in the form of correspondence with occasional resumes.

The bulk of early correspondence documenting the work of ACOA (1953-1980) can be found within the previously processed portion of the collection, while the addendum to the records contains correspondence mainly following Houser's retirement in 1981 and documenting the last 20 years of the organization with Jennifer Davis at the helm as executive director (1981-2000). The bulk of the administrative correspondence (1990-1999) consists of the "Chrono" files or outgoing correspondence by ACOA that was compiled monthly.

Of note are a small amount of files compiled to encompass correspondence to various members of the United States Congress (1980-1992), mainly covering the topics of apartheid in South Africa; Congressional actions; legislation regarding investment and bank loans to South Africa; political prisoners; testimony by ACOA's executive director, Jennifer Davis; United States and South African nuclear relations; and United States policy toward South Africa. The bulk of the correspondence is between Jennifer Davis of ACOA and members of the United States House of Representatives, Subcommittee on Africa and the United States Senate, Committee on Foreign Relations. Correspondence to and from members of Congress include: Mario Biaggi, Rudy Boschwitz, Alan Cranston, Mervyn M. Dymally, Thomas S. Foley, Bill Gray, Richard A. Gephardt, Lee Hamilton, Tom Harkin, John Heinz, Edward M. Kennedy, Joseph J. Kennedy IV, Richard G. Lugar, Lowell Weicker, Jr., Pete Wilson, Howard Wolpe, and many others. Also of note is correspondence between ACOA's administration and staff of the White House and Department of Defense.

Correspondence files pre-dating 1991 for individuals mainly discuss topics of divestment and apartheid in South Africa. Of interest are two reports by Martin Ennals about the Bakgatla Community Development at Mochudi, Bechuanaland (1963); and correspondence and reports of Marcy M. Murningham of the Mitchell Investment Management Company, Inc., which cover the topics of New Jersey municipal investment in South Africa. Of note is a summary of preliminary interviews with individuals within the Black South African Labor Movement (1988-1985). Also of significance within the individual files is correspondence between Senator Robert F. Kennedy and ACOA's executive director, George Houser and co-chairman of the board of directors, Donald S. Harrington dating from October 26, 1965 to July 27, 1966. This correspondence highlights the issues of the United States policy of non-interference in trade and investments and its growing economic ties to South Africa, as well as Kennedy’s visit to South Africa in 1966.

Other administrative files of note within this group include the Everything Out files (1990-1999), which consist of all printed items, publications, and mailings produced by ACOA. Also of interest are the files for Impact (1981-1998), which consist of collected information about the impact ACOA's campaigns and projects in the media and press. Conference files are of interest, often containing ACOA board member and staff conference papers. Files for staff also include reports, presentation papers, or testimony. Of note are files documenting trips to Africa (1989-1992) by Jennifer Davis, executive director and staff member Richard Knight, as well as accompanying testimony on conditions in Angola, Namibia, and South Africa. Lastly, staff files containing articles and essays written by ACOA's founder and first executive director, George Houser (1961-1976) can be found within this group.

The administrative files for various organizations with which the American Committee on Africa (ACOA) networked to financially support its campaigns and projects, as well as coordinate activities, consists mainly of correspondence with occasional reports. The bulk of the files date from 1982-1998 and are arranged in alphabetical order by organization name with documentation in descending chronological order. Jennifer Davis, executive director of ACOA, was a member of a number of boards and committees represented in this group, and these files often contain financial budgets, minutes of meetings, reports, and occasional brochures and flyers.

ACOA nurtured a network of religious, community, student, and trade organizations, as well as local anti-apartheid groups to promote ongoing ties to support development projects and anti-apartheid campaigns. Organizations represented include: the Africa National Congress (ANC); the Association of Concerned African Scholars (ACAS); the International Committee Against Apartheid, Racism, and Colonization in South Africa; the Lawyers Committee Against Apartheid; TransAfrica (Washington, D.C.); the United Nations (UN); and many others. This network of organizations worked with ACOA to monitor United States Congressional legislation and Executive Branch policies, coordinate anti-apartheid and economic sanctions campaigns, the release of political prisoners, promote free and fair elections in southern Africa, and raise material aid for refugees. ACOA also sought funding from many of these organizations to assist in its goals to provide information, analysis, advocacy, and resources for action to its network partners and to build a constituency in the United States to support independence movements, particularly in southern Africa.

Main topics include: anti-apartheid and sanctions legislation, demonstrations and protests in the United States and southern Africa, divestment of public funds in banks and corporations dealing with South Africa, human rights in Namibia, South African elections, the oil trade in South Africa, Presidents Ronald Reagan and George H. Bush's administrative polices toward South Africa.

Of note within the files is a report survey regarding anti-apartheid programs in areas visited by the 1987 Africa Peace Tour sponsored by the Africa National Congress. The testimony of the Southern Africa Project of the Lawyers' Committee for Civil Rights Under Law includes reports about human rights based upon observer missions in South Africa and Namibia (1992). The files for TransAfrica, a foreign policy lobby group for Africa and the Caribbean, contain documentation regarding the Reagan Administration's undermining of sanctions legislation, as well as monitoring United States agencies responsible for sanctions enforcement. Also present are reports regarding the oil trade with South Africa, in particular the Royal Dutch/Shell Group of Companies.

The largest grouping of files contains documentation for the United Nations Centre Against Apartheid, the United Nations Council on Namibia, and the Washington Office on Africa. The American Committee on Africa sought financial assistance from the UN Special Committee Against Apartheid for campaigns and projects and these files contain information regarding ACOA's Unlock Apartheid Jails, sanctions, and divestment campaigns. The UN Council on Namibia worked with ACOA to organize international seminars, develop networking of national, statewide, and local government officials, church leaders, trade unionists, and others for a safe and stable transition to independence.

Of note are files containing testimony by ACOA staff, such as Richard Knight and Jennifer Davis to the United Nations and the United States Congressional committees regarding bank loans to South Africa, economic sanctions and the oil embargo against South Africa, and South Africa's illegal occupation of Namibia. Also included is testimony regarding political prisoners and divestment "people's sanctions." Of note is testimony regarding South Africa's destabilization of the front line states. The front line states were the truly independent black-ruled border states for which South Africa's government had little tolerance. South Africa worked to destabilize the region with its own and surrogate forces, such as UNITA (National Union for Total Independence of Angola) and the MNR (Mozambique National Resistance).

The Washington Office on Africa was established in 1972 and sponsored by the American Committee on Africa (ACOA), the Southern Africa Task Force of the United Presbyterian Church, the Board of Missions of the United Methodist Church and the Board of World Ministries of the United Church of Christ. ACOA had established the office in 1968; however, limited funding resources resulted in proposals of support from other organizations interested in participating in the work to liberate South Africa from white-minority rule. The urgency of the office's work became clear due to joint efforts for a campaign to end the sugar quota with South Africa. The general policy of the Washington Office was to support independent movements in southern Africa through programs and campaigns, as well as monitor Congressional legislation and White House administrative policies and actions. The Washington Office on Africa was supported by church bodies, unions, and in partnership with colleagues in Africa. Campaigns supported by the Washington Office included the prohibition of imports from Rhodesia (Zimbabwe), bank withdrawal; national, state, and local economic sanctions legislation; fair and free elections in southern Africa; and material aid to assist refugees.

The Washington Office on Africa was administered by ACOA on the behalf of the sponsoring agencies and the day-to-day supervision and financial accounting was conducted by the executive director. The sponsoring group comprised a joint committee with program functions for coordination of specific campaigns, provision of research information on current issues, scheduling visitors and representatives of liberation movements for speaking engagements; providing Congressional members with information to make informed decisions, as well as maintaining contact with the executive branch of the United States government. The files contain extensive correspondence, meeting minutes, reports and action notations, as well as brochures, flyers, and newsletters for the Washington Office's campaigns.
